２ 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。ただし、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者については、この限りではない。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 公告日において令和07・08・09年度内閣府競争参加資格（全省庁統一資格）における「役務の提供等」のＡ、ＢまたはＣの等級に格付けされている者であること。
(4) 内閣府又は他省庁等において、指名停止措置等を受けている期間中の者でないこと。
(5) 上記の他、入札説明書による入札参加資格の条件を満たしている者であること。

４ その他
(1) 入札及び契約手続きにおいて使用する言語及び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争入札に参加を希望する者で、「電子調達システム」により入札に参加を希望する者は、入札書データを受領期限までに同システムにより提出しなければならない。また、「紙」により入札に参加を希望する者は、入札書を封筒に入れ封印し、入札書の受領期限までに提出しなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 この公告に示した作業を履行することができると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で入札説明書において明らかにした技術等の要求要件のうち必須とされた項目をすべて満たしている提案をした入札者の中から、入札説明書で定める総合評価の方式をもって落札者を決定する。

５ Summary

(3) Nature and quantity of the services to be required: Design, development, operation and
maintenance services for the renewal of a job vacancy and job seeker information website for
experienced national civil servants, 1 set.

(6) Qualification for participating in the tendering procedures: Suppliers eligible for
participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and
Accounting. Furthermore, a minor, a person under conservatorship or a person under
assistance who has obtained the consent necessary for concluding a contract may be
applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and
Accounting.
③ have Grade A, B or C in “Offer of Services, etc.” in terms of the qualification for
participating in competitive bidding by the Cabinet Office (Single qualification for every
ministry and agency) in FY 2025, 2026 and 2027.
④ not be under suspension from participation in tendering procedures or any other
disqualification measures by the Cabinet Office or other ministries and agencies.
⑤ meet the other qualification requirements specified in the tender documentation.
